This year's San Diego Bay Parade of Lights will be dedicated to the memory of Anthony DeWeese, the 8-year-old boy killed during the event last December.

DeWeese was killed when a Coast Guard boat hit the pleasure boat the boy's father was piloting.

A report by the Harbor Police, obtained this week by The San Diego Union-Tribune, shows that civilian law enforcement found Petty Officer Third Class Paul Ramos, 21, at fault.
