Boaters, city clash over harbor fees

Dave and Karie Albert live aboard their Catalina 42 sailboat docked at a San Diego harbor. The couple is among liveaboard residents who say proposed rent increases for a slip are too high. City officials say the money is needed for harbor renovations, but one liveaboard says the increase will cost an additional $2,000 a year.

“This is going to make it so that only the elite can afford to stay on the harbor,” he told the local press.
