Former tugboat captain charged in boat sinking

The former captain of a tugboat that navigated a 120-foot barge over a 17-foot skiff and sank it in November was charged with operating a boat in a reckless manner, according to police and court records.

According to the Virginia Marine Police, a barge carrying construction debris and navigated by Spencer's tugboat, the Albert Pike, hit the smaller vessel and caused it to sink. It took several days for police to find the boat.
