Record-setting quest ends with another costly rescue

French oarsman Charlie Girard failed after 10 days in his third attempt to row to France from Cape Cod. And U.S. taxpayers are $80,000 poorer. Fearful, cold and enveloped in fog, Girard used a satellite phone to place an 8:25 a.m. distress call to the Coast Guard, then activated an emergency locator beacon.
