So cold that Niagara Falls partially freezes over

Frigid temperatures in the north have turned Niagara Falls into an icy wonderland.

The water isn't frozen solid, but sheets of ice built up on the Canada-U.S. border falls' surface when temperatures plummeted early this week. Monday saw a low of -13 degrees.
