Success of manatee zones is mixed

After almost a decade forcing boaters in Brevard, Fla., to go slow in widespread manatee zones, state biologists can't prove scientifically the zones save sea cows.

Instead, they champion them as a way to focus captains' attention on avoiding the federally endangered species.

Boaters, however, see the continued deaths as proof that all the regulatory attention on them failed, while nothing's been done about commercial vessels and other larger threats to manatees.
