The dockmaster and an assistant dockmaster at the American Legion Marina in Norfolk, Va., have been charged with staging an oil spill on a sunken boat at the marina.

The Environmental Crimes Unit in the Norfolk Fire Marshal’s office arrested and charged William Pont and Winston Williams this week with illegal dumping and giving a false report. Pont serves as dockmaster and Williams as assistant dockmaster.

Surveillance video recovered at the American Legion marina shows Pont and Williams filling beer bottles with turkey fryer oil and used motor oil and going to the sunken vessel. The video also shows Pont with the used oil filter walking to the sunken vessel.
